The attribute variants defines the list of variants in which this Label is valid. When the attribute is absent the Label is valid in all variants.

         codes as the enumerated possible values is probably never
         going to be a realistic possibility.  See

         The union allows for the 'un-declaration' of xml:lang with
         the empty string.
