Any heading, for example, the title of a section. This
element can also appear inside the <list> and <poem>
elements to mark the title of a list or poem. It can contain any phrase-level
element.

         codes as the enumerated possible values is probably never
         going to be a realistic possibility.  See

         The union allows for the 'un-declaration' of xml:lang with
